Project description

Reasoning the project necessity including the starting position:

Unsatisfactory stage of the central part of Cheb has been noticed by the town representatives as a long lasting problem hindering the vision of becoming an attractive town as defined in the strategic document of the town of Cheb.The pedestrian zone reconstruction is embodied in the document.
In the last decades the pedestrian zone did not undergo general reconstruction, only partial repairs. Architectonic discordance of the present pedestrian zone with the historical centre and ancient buildings in this area (town monument reserve) and unsatisfactory technical stage of the pedestrian zone do not help to positive perceiving the town.

In the centre is lack of green areas, furnishing is old and routes for disabled throuhgout the whole locality are not yet finished. The area does not match the requirements for pedestrians´ safety (in the section of crossing Májová Street with traffic) and the pedestrian zone does not fulfil the function of quiet locality determined for relaxing, it is more a transit locality.

The project aims:

The main aim is to create quality milieu for living in the town and improve the attractivity for inland and foreign visitors.

Specific aims:

improving the town image in its central part by creating a quiet, attractive locality
revive the centre by organizing cultural and social happenings
creating routes for disabled citizens
ensuring the pedestrians´ safety - Májová Street with traffic
promotion business development, mainly in quarterly sector


The essence and main aim of the project are fully in context with below mentioned superregional and regional strategic documents:

The project has non-commercial character and its contributions are expected to be above all in social sphere. The outputs should appoint mainly following target groups:

Visitors and tourists



Compliance with the programme aims, priority axes and promotion areas:

The project for pedestrian zone reconstruction is in context with the convergence aim which is economic and social development promotion in less developed regions as well as global aim of the Regional Operation Programme NUTS II Northwest focused on improvement the quality of physical milieu in towns.

The main aim is concentrated on improvement the physical milieu in Cheb, improvement of citizens´ life quality and higher attractivity of the locality for visitors. This aim will be reached through revitalization and increasing attractivity of the central part of Cheb.

The project fulfils the priority axis 1 through its activities and aims: Regeneration and development of towns, promotion area 1.2: Revitalization and regeneration of small and middle size towns and with its focusing it belongs to the promoted activities focused on modernization, renewal and development of town centres, squares, public areas and green areas including the complementary infrastructure.

The project focused on town centre reconstruction directly fulfils the specific aims of the given priority axis (Revitalization and regeneration of town areas and idle objects leading to their increasing attractivity and repeated use) and its realization will contribute to accomplishing the indicators of the given priority and the whole Regional Northwest Operation Programme.


Description the preparatory stage activities:

The preparatory stage (which is part of period I of the project) was launched as early as in February 2009. In the preparatory stage frames all steps and activities necessary for project preparation will be realized.

Among the basic activities are included:

approval of the project realization by the town council
announcement the selection procedure for building licence project documentation processer
processing the building licence project documentation
issuing the building licence
announcement the selection procedure for project application (1/2008)
announcement the selection procedure for ensuring the grant management (1/2008)
setting the project team
starting the project application preparation including obligatory supplements (3/2008 the work on practicability study, costs and benefits analysis and other relevant supplements started in cooperation with an extern agency)
the aim consulting with ÚRR Karlovy vary
submission the project application (6/2008)
announcement the selection procedure for construction supplier (11/2008 -1/2009)
announcement the selection procedure for project publicity (10/2008 -1/2009)
announcement the selection procedure for artwork - demogram supplier (11/2008). Selection procedures are described more particularly in the chapter Selection Procedures. This stage will be finished by concluding contracts with chosen suppliers.



Activities description in the project realization stage:

The realization stage will be started im March 2009 and finished in October 2010.
In frames of this stage all three project periods will be realized:

1) Construction work (the highest amount of the whole project) will include:

pedestrian zone surface reconstruction
entrances for disabled and adjustments for people with decreased orientation
lighting the zebra crossings
horizontal and vertical traffic signs
creating green areas in the pedestrian zone - going out of archtectonic solution (lines of trees, and individual trees)
furnishing replenishment
creating the artwork - a demogram passing through the whole pedestrian zone area.


2) Inspection days in the construction site - at least once a month the project team will meet and monitoring of indicators will be carried out.

3) Selection procedures - in the frames of the realization stage selection procedure for construction and services supplier will be made, as well as architectonic competition for artwork creator. The selection procedures will be carried out in compliance with law.

4) Publicity - for project advertising and presentation various publicity tools will be used, such as press material, Internet portal, press conferrences, promotion DVD and media advertising. The particular media will be used to optimalize project publicity in all target groups.

5) Administration and monitoring - during the whole realization stage all administrative activities will be carried out by the realization team members according to their competentions. These are mainly monitoring reports, period reports including payment applications and other administrative activities resulting from the programme conditions.


Description of activities in the operation stage and way of maintaining the project results:

The project output is the reconstructed pedestrian zone area where cultural and social happenings will be held. This stage solves the period from the beginning of the project till its end. Howewer, the project end is perceived as service life of the project until the time when repeated reconstruction will be necessary.

Costs of the maintaining the pedestrian zone as cleaning, lighting maintenance, green area upkeeping will be expected in the operation stage. These costs will not be higher as nowadays.

These costs will be covered by the town budget. It is considered that the maintaining will be ensured by Chetes s.r.o. (Ltd.) which is a company owned by the town in 100%. Tenability is not endangered by commercial influences.


Project readiness for realization:

The project is ready to be realized. Following activities have already been done:

Attachment to other activities and projects:


The pedestrian zone reconstruction project concure the already realized projects concerning improvement the physical milieu and attractivity of the town of Cheb.

In the first stage the area around the castle was revitalized, where the activities were promoted ftom European funds. In stage II it is the pedestrian zone to be reconstructed.
